Tinkering / Fletcher Tools

Is there any problem with Tinkering Skill? I can't get the fletcher tools I've got real skill tinkering at: 38.2 and cannot create Fletcher tool from now on. Is this normal?

I'm not sure if this is intended or not, I'll follow up with the staff on this.

However, you do not need a fletcher's tool set to use the Bowcrafting skill. You can double click a dagger, and click the wood you wish to craft with.
